Is the D9-6a the same as a sign that keeps vehicles off the ramp?

No. It directs people to the ramp. To stop vehicles from blocking the ramp approach, use the R7-8d wheelchair ramp sign at the adjacent stall.

The D9-6a puts a white legend on a majority blue background, and blue has lower retroreflectivity than white as defined by ASTM D4956. This sign therefore starts with less light return than a white-background sign of the same size.
