Yellow marks the panel as advisory — drivers are not cited for exceeding the figure shown, which is the practical difference between this sign and a white regulatory speed limit sign. It is specified where an unmodified W1-1L would leave drivers without guidance on how much to slow, and where mounting a separate plaque is impractical. The mirrored version for right-hand turns is W1-1AR.
